Why not 100%, because let’s face it, there are many times when some projects get delayed.  The delays are attributed to having developed an inaccurate project plan with not enough days of labor allocated to produce a deliverable to delays in review cycles by subject matter experts (that’s never happened before #!#$$#!!).  So, somewhere in the 5% the delay in the project could be because of me, you, your subject matter experts, or all of us – the human element. The highest order of a project manager is to provide timely communication so that expectations are set early rather than dealing with the fallout later.
